I. NAME OF THE SECTOR                    : 08. NON CONVENTIONAL SOURCES OF ENERGY

 

II. INTRODUCTION OF THE SECTOR    :

 

             Electrification of the islands in the Union Territory of Lakshadweep started during 1962 and now all the Islands are fully electrified. The source of generation is mainly through Diesel fired combustion engines.

 

              Adequate supply of energy is a crucial factor in the economic and social development of our nation especially islands like Lakshadweep which are separated geographically from the mainland. The transportation of high speed diesel oil to the islands is difficult and expensive. In order to meet monsoon requirements of the DG sets diesel oil is stored well in advance. The storage of diesel oil for long periods in 200 litres drums not only results in wastage of the diesel oil through leakage but also affects the ecological condition of these Islands.

 

            The Government of India, Ministry of New and Renewable Energy has evolved certain schemes utilising new and renewable energy to bridge the gap between the conventional energy and the national economy. The scheme was first introduced in Lakshadweep during the year 1985-86. An outlay of Rs 3.00 lakhs was approved by the Planning Commission for implementation of the scheme. The Electricity Department has been declared as the Nodal Department responsible for state level implementation of the programme. Annual Plan 1986-87 was proposed with an outlay of Rs 4.00 lakhs as a continuation of the previous year. As NRSE was at its initial stage considerable progress could not be achieved in those two years.

 

            During May 1988 a team headed by the then Secretary to the Govt. of India, Department of Non Conventional Energy Sources visited these Islands and an action plan was prepared for utilisation of non conventional energy sources. The Administration has implemented most of the recommendations of the team.

         

            The scheme wise details of major programmes proposed during the Xth five-year plan (2002-2007) were as follows

 

  1. Installation and commissioning of SPV Power plants in islands
  2. Installation of Biomass Gassifier
  3. Installation of Wind electric Generators
  4. Popularization of Energy Saving Devises (Solar lantern and other equipments)
  5. Tapping of Ocean Energy
  6. Fuel cell

 

            Achievement during the Xth five-year plan is:

 

  1. Installed and Commissioned 100 kWp grid interactive SPV Power Plants at Agatti, Kavaratti, Andrott, Kalpeni and 150 kWp plant at Kadmat and 15 kW at Suheli. Augmented the 25 kWp capacity stand alone SPV power plant at Bitra to 50 KWp and installed a Solar-Diesel Hybrid Power plant, first of its kind in India, at Bangaram. Installation of 100 kWp grid interactive SPV power plants at Amini and Chetlat are under progress and expected to be commissioned by the end of the year.

 

  1. 1 No. 250 kW Biomass Gasifire installed and commissioned at Kavaratti

 

  1. 8455 Nos. solar lanterns have been distributed in the islands.

 

PROPOSAL FOR XITH FIVE-YEAR PLAN:

 

            The Lakshadweep Administration proposes to take up the implementation of NRSE Schemes on top priority basis during the XI th Five year Plan. An independent Division headed by an Executive Engineer is proposed in the plan to achieve the goal. The scheme wise details proposed to implement during XI th Five Year Plan in the is given below:

 

1. Installation & Commissioning of SPV Power Plants: 

The electricity generation by diesel generating sets is an expensive proposition but more important than that is its impact on ecology and environment. The coral Islands of Lakshadweep is highly fragile ecologically; no pollution, either air, water or noise, is the hallmark of the Islands. However, diesel generation causes water, air and noise pollution.

 

The smoke/fume from the generating sets adversely impacts on the ambient air quality; Lakshadweep soil being highly porous the seepage of oil from generating sets as well as storage pollute the water. Moreover, diesel generation of power is a big drain on a non-renewable source. In view of these problems it was felt that a beginning should be made to go for renewable source. It was in this context that Union Territory of Lakshadweep embarked up on the plan for solar power generation. While the capital investment for solar power plant is large compared to other means of generation but operation and maintenance cost is comparatively negligible. If the negative externalities associated with diesel generation are kept in view along with high cost of generation, meeting a part of need by solar power would appear to be a viable proposition. Therefore, Union Territory of Lakshadweep Administration has chosen a path where effort is made to arrive at a judicious mix of diesel and solar power.

 

Lakshadweep is the land of sun and seas.  The sun is available throughout the year save for a couple of months during monsoon.  Solar Photo Voltaic power is engineering a quite revolution in the islands. The Union Territory Administration has taken an ambitious project to meet 20% of its demand through solar energy. In order to achieve the goal, setting up of one each 100 kWp diesel grid interactive SPV power plant at each nine inhabited islands except Bitra is taken up with the financial assistance of Ministry of Non Conventional Energy Sources during Xth Five Year Plan. So far 6 numbers of 100-kWp-diesel grid interactive SPV Power plants have been commissioned at Kiltan, Minicoy, Agatti, Andrott, Kavaratti & Kalpeni and a 150-kWp-diesel grid interactive SPV power plant is operating at Kadmat island. The implementation of the similar plants at Amini & Chetlat was delayed, since the site identified for the purpose falls within Coastal Regulation (C R) Zone. The Ministry of Environment & Forest has given approval for the installation of implementing Renewable Energy power plants in the area as they does not cost any damage to the environment vide their letter No. J-16011/52/2001-IA-III dated 31.12.2002 during January 2003. On receipt of the clearance the department processed the acquisition of the required land for the purpose with the Land Acquisition Collector. Land ha since been handed over and the plants at Amini & Chalet will be commissioned by the end of March 2007. The power generated is grid interactive and hence to that extent it reduces dependence on diesel generation.

 

The existing 10 kWp & 25 kWp stand-alone plants at Bitra & Bangaram islands have been augmented to 50 kWp. The plant at Bangaram is a Solar Diesel hybrid system, which is first of its kind in India.

It is also proposed to augment the existing 10 kW SPV Power plant at Suheli to 50 kWp during the plan period. It is also proposed to install various small capacities of grid interactive roof mounted S PV Power plants on experimental basis.

 

2. Biomass Gasifier:

 

As initiated and funded by the Ministry of Renewable Energy, the Institute for Energy Studies, Anna University, Chennai has conduced Biomass Resource Assessment Study in 6 Islands in Lakshadweep. Islandwise residue generation details are furnished below:

As advised by the Ministry of New & Renewable Energy, the Institute for Energy Studies, Anna University, Chennai, has prepared a Detailed Project Report for installation and commissioning of one Biomass Grassfire Plant through Combustion Route at Andrott and submitted to the Ministry and Central Electricity Authority. It is proposed to install one Biomass Gasifier Plant through Combustion Route at Andrott on experimental basis on receipt of approval from the Ministry and CEA.

 

3. Popularization of Solar Energy Devises & Appliances:

 

Under the Popularization of Solar Energy Devices and Appliances, it is proposed to    distribute (a) Solar Lanterns, (b) Solar Cookers, (c) Solar Water Heaters and (d) Solar Copra Drier/ Fish Driers etc. in the islands. Central Research Organizations may help the Lakshadweep Administration to develop driers for drying Copra and Fish suitable to the locality.

      

4. New technologies:

 

        Ocean around us will supply enormous amount of energy for endless period in the form of wave energy, tidal energy and energy from the thermal gradient between the layers of the ocean waters from surface to few meters below. Tapping of this energy need intervention of scientific organizations like NIOT, NIO etc.  The Ministry for New and Renewable Energy and the Planning Commission may kindly direct the Organizations working in the field to develop prototype plants as pilot projects for generating electricity in these far flung islands at their own cost as done in the case of Low Temperature Thermal Desalination Plant installed and commissioned by the National Institute of Ocean Technology, Chennai. Lakshadweep Administration intends to provide infrastructure like office, accommodation to the Scientists & Engineers of the Research Organizations in the islands. It is proposed to construct buildings for office accommodation, Laboratory, residential accommodation etc. for housing them.
