I. NAME OF THE SECTOR                    : 12. ROAD TRANSPORT

 II. INTRODUCTION OF THE SECTOR    :

 The Department of Motor Vehicle formed in Lakshadweep during the year 1990.  The Motor Vehicle Act and Rules were extended and enforced in the Lakshadweep Islands vide Notification No. 1/36/78-Genl dated 17-1-1989. The department started functioning with skeleton staff strength of one Motor Vehicle Inspector, one Asst. Motor Vehicle Inspector, one Office Superintendent, one UDC, one LDC and one Group D and with an Ex-officio post of Regional Transport Officer (Port Officer was functioning as Ex-officio Regional Transport Officer since its formation and recently a Director (Road Transport) has been appointed on Ex-officio capacity).  The department is functioning in the Port Office building at Kavaratti.  At present the registration of the Motor Vehicles in Kavaratti Island are doing by the Motor Vehicle Inspector, but  in other Islands, the  Sub Divisional Officers/Deputy Collectors who are authorized by a special Notification of the Lakshadweep Administrator are functioning as ex-officio registration authority of vehicles in their respective  Islands. The lone Motor Vehicle Inspector stationed in Kavaratti tours to other all Islands     (Andrott, Amini, Agatti, Minicoy, Kalpeni, Kadmat, Kiltan and Chetlat) and conducts camps for issue of Learners and Driving Licenses, etc.  The Islands are scattered and separated by Deep Arabian Sea.  Due to its peculiar geographical condition and irregular ship schedule, it is very difficult to conduct regular camps in other Islands and very often it takes 2 to 3 years to complete a round.  The vehicular traffic as well as the number of turnouts of applicants for Licences are largely increased from year to year.  The department is now fully computerized since 9-8-2006 and all the transactions are being done in all India pattern with the help of new softwares “SARATHY” and “VAHAN” developed by NIC New Delhi for issue of Licences and Registration of Vehicles respectively.   The registration work in other Islands also computerized during January 2009.  Even though the registration works in other Islands are attend by SDO/DC of the concerned Islands, proper inspection of vehicle is not possible for issue of Fitness and renewal of registration etc. since there is no qualified trained personnel are available in the Islands.    As per Govt. of India order the vehicle registration and issue of licences are to be in uniform pattern.  As a strategy to better implementation of  Motor Vehicle Acts and Rules  and providing better service to the general publics, the department is propose to construct a separate building for Regional Transport Office in Kavaratti  & start 3 new Sub Regional offices in major Islands viz; Minicoy, Andrott & Amini.  

 

After the approval of XIth Five Year Plan 2007-2012 the Honourable Administrator ordered to set up a full fledged Automobile workshop for repairing Govt. vehicles at Kavaratti.  Similarly the department decided to take up a new venture for promoting eco vehicles – Battery Operated Vehicles (BVO) in Lakshadweep by providing tax rebate and subsidy to customers as desired by Honourable Administrator.  Accordingly we have included these schemes in the Annual Plan 2011-2012 also.

 ii) Description of the component            : There is no office building for Regional Transport Office Kavaratti and presently the office is functioning in a portion of Port Office building.  There is no sufficient space in the existing building to accommodate the staff and equipments and running in much hardship.  Therefore the department is proposing to construct a separate office building for Regional Transport Office in Kavaratti.  As per Honourable Administrator's order, the department decided to set up a full-fledged Automobile Workshop for repairing Govt. vehicles at Kavaratti.    Construction office building and setting up of workshop proposed in the next annual plan 2011-2012 in 2nd phase.

 ii) Description of the component            : Procurement of one four wheeler vehicle for enforcement of Central Motor Vehicles Acts and Rules in Lakshadweep.  There is no LMV procured in the department since its formation in the year 1992 and hence proper law enforcement   is unable in the absence of suitable vehicle in the department.

e) (Component Name)                : Promotion of eco-vehicles or Battery Operated Vehicles (BVO) in Lakshadweep.

ii) Description of the component            : To Promote eco vehicles – Battery Operated Vehicles in Lakshadweep with the aim to control the total pollution and petrol scarcity by providing necessary financial assistance to the customers in tune of tax exemption and subsidy.

ii) Description of the component            : The Regional Transport Office was headed by Port Officer who was functioning as Ex-officio Regional Transport Officer since its formation.  Now a Director (Road Transport) has been appointed on Ex-officio capacity to look after the duties of RTO and head of office. Therefore the department proposes to create a post of Director (Road Transport)/RTO. 

 

            Presently there are 9 registration centers in Lakshadweep.  The lonely MVI posted in the Regional Transport Office is registering the vehicles in Kavaratti and the Sub-Divisional Officers are functioning as registration authority in other Islands by a special notification issued by the Lakshadweep Administrator.  The SDO in the Islands are similarly very important officer who is the revenue authority, Executive Magistrate etc. It is very difficult to implement the Motor Vehicle Rules in the Islands by them, since they are naturally very busy officers, besides they are un-trained in the field of Motor Vehicle Rules and Regulation.  Therefore the department is proposes to start 3 new sub-regional offices in the major Islands viz; Minicoy, Andrott and Amini.

 

For setting up of separate Regional Transport Office in Kavaratti and 3 Sub Regional offices  in the major Islands of Minicoy, Andrott and Amini, the department is proposing to create a total of 20 new posts in the Eleventh Five Year Plan.
