I. NAME OF THE SECTOR                    : 20. CIVIL SUPPLIES

 

II. INTRODUCTION OF THE SECTOR    :

 

1.        The Public Distribution System is channelised through a network of Cooperative Societies. The Lakshadweep Coop. Marketing Federation, an apex body of the Cooperative Supply & Marketing Societies has been designated as the wholesale agent of the Lakshadweep Administration for procurement and transportation of essential commodities.  The ten primary Cooperative Supply & Marketing Societies at the rate of one in each island act as the retail agent of Lakshadweep Administration for the distribution of essential commodities.  There are 35 fair price shops working under the Cooperative Sector which has coverage of about 2000 people per Fair Price Shops (FPS) within the radius of 1.5 Kilometers.  Lakshadweep has been categorized as I.T.D.P, area where P.D.S. / R.P.D.S. /T.P.D.S. / B.P.L. / A.A.Y. and Annapurna schemes are being implemented.  The food  grains procured are stored in Govt. rice Godown as well as godowns of the cooperative Supply & Marketing Societies which has  a total storage capacity of about 6673  tonnes.  The Director of Food & Civil Supplies has been declared as the Chief Civil Supplies authority in the U.T. level who oversees all the arrangements right from allotment to lifting and distribution of Public Distributions system items through out this Union Territory.  The Sub-div. Officers working in each island have been declared as Civil Supplies Authority in respect of that particular island. There is one vigilance cum advisory committee in each island for monitoring the working of the Public Distribution System. There is a U.T. level vigilance Committee also   .

 

2.         Considering the peculiar geographical situation prevailing in these islands the Govt. of India has been allocating rice and wheat on a yearly basis, sugar and Kerosene oil half yearly / basis.      Based on these allotment orders, P.D.S. items are being lifted from Central Agencies like Food Corporation of India (FCI) Indian Oil Corporation (IOC) at Calicut and Mangalore for transshipment to these islands.

 

3.         All these items are transported to the islands through Motor Sailing Vessels and Govt. Cargo Barges.  Public Distribution System in this Union Territory has generally been functioning well.

 

4.         The Cooperative Supply & Marketing Societies (the retail agents of the Administration) will be given adequate financial assistance and technical guidance for the construction of additional godowns during the XIth Five Year Plan.  The existing govt. godowns in the islands will be either rebuilt or renovate during the XIth Five Year Plan  with an objective to augment the existing storage capacity to attain self sufficiency by the end of the XIth Five Year Plan.  Necessary loan and subsidy for the construction of godowns Fair Price Shops (FPS), branch buildings / retail outlets and managerial subsidy to meet the establishment cost of staff wherever required will be given to Coop. Societies in order to under take various developmental activities with an objective to make them viable units. 

  

5.         For the development of an efficient Public Distribution System (PDS) in Lakshadweep it is proposed to upgrade the post of Director Food and Civil Supplies and create two posts of Deputy Director, Food and Civil Supplies under Public Distribution System (PDS) during the XIth Five Year Plan.  Necessary token provision for establishment cost is also provided in the annual plan 2011 12.

To maintain uninterrupted supply of essential commodities at reasonable prices and to contain the market price.   Since the Lakshadweep Cooperative Marketing Federation (LCMF) is the wholesale agent of the Lakshadweep Administration under Public Distribution System (PDS) it is proposed to provide assistance to enable them to meet a portion of the establishment cost.

 

a) (Component Name)                : Managerial Subsidy. (LCMF)

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to provide assistance to enable them to meet a portion of the establishment cost.  The main activities of the Lakshadweep Cooperative Marketing Federation (LCMF) is to arrange the procurement and supply of essential commodities under PDS.  It is therefore proposed to reimburse a portion of the cost of   One Secretary One Assistant Secretary Accountant and Branch Manager as managerial subsidy to strengthen the activities of the LCMF.

 

Objective: - To maintain uninterrupted supply of essential commodities at reasonable prices and to contain the market price.   Since the Lakshadweep Cooperative Marketing Federation (LCMF) is the wholesale agent of the Lakshadweep Administration under Public Distribution System (PDS) it is proposed to provide assistance to enable them to meet a portion of the establishment cost.

b) (Component Name)               : Managerial Subsidy to Island Cooperative Supply and Marketing Society (Fair Price Shops (FPS)

ii) Description of the component            :   It is proposed to provide 50% cost of Secretary of four major islands and 100% cost of Secretary of the Bitra island coop. supply and Marketing Society.

 

Objective: - Since the Cooperative Supply & Marketing Societies are the retail agents of the Lakshadweep Administration under Public Distribution System (PDS) it is proposed to provide financial assistance by way of managerial assistance to meet the cost of establishment charges of their Chief Executives.

a) (Component Name)                : Loan & Subsidy for c/o. building for Fair Price Shops (FPS)

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The  Govt.  of  India  have  been  giving  much  importance for opening  of new  fair  price  shops  within  a radius of 1 Kilometre .   It is therefore proposed  to  open  five more fair  price  shops during  XIth  five  year  plan  period. These  fair  price shops are  opened  as  a  better  service  to  the  island  people.  These retail outlets constructed during early 60s have become obsolete and require modification and modernization as super bazaars.  Therefore it is proposed to provide   financial assistance to the Coop.  Societies  by  way  of  loan  and subsidy  for  the  construction of  fair  price  shops/ super bazaar/ branch building/ large size godown.

 

Objective: - To maintain uninterrupted supply of essential commodities  at reasonable prices and  to contain the market price.  Also to improve the Public Distribution System (PDS) activities.

b) (Component Name)               : Procurement of Computer

ii) Description of the component            : Necessary  financial  assistance  for  setting  up  of  Super  Bazaar  on  the  pattern  of  Super  Markets  in  metropolis where  consumer  durables  and  non  durables  are  stored    offering  choice   of  commodities  at   reasonable  price   were   provided  to   the  Cooperative   Societies  during  the  Xth five year  plan.  For   speedy   billing ,  accounting   &  inventory  control   one  computer  each  to  the  Super  Bazaar and  FPS   is  found  necessary.  It  is  therefore  proposed  to   provide  financial  assistance   for  purchase  of  computer   as  Subsidy.

 

Objective: - For speedy billing, accounting and inventory control in Cooperative Societies to further strengthen the Public Distribution System (PDS) activities in Lakshadweep and for furnishing various reports and returns to the Ministry. It is proposed to link the FPS by SWAN

To enable the agents of the Administration under Public Distribution System (PDS) to sell the food grains at the notified rates of Govt. of India under Targeted Public Distribution System (TPDS).

 

a) (Component Name)                : Transportation of Food Grains

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : Transport subsidy on food grains sanctioned by the Government of India / Food Corporation of India was not sufficient to meet the actual transportation and handling charges of Food Grains from Food Corporation of India godown at mainland to the fair price shop in the islands.  Therefore the element of difference  between the transport subsidy sanctioned by the Government of India/ Food Corporation of India and the actual transportation handling and other incidental charges were added to the price build up of the food grains, which was being passed  on to the consumers.  As per Government of India's instructions rice has to be sold at Government of India notified prices in Lakshadweep, which is categorized as T P D S area.  The audit party had also raised objections in passing of a portion of transportation cost to the consumers.   Hence the additional transportation charges, over and above the transport subsidy sanctioned by the Government of India/ Food Corporation of India has to be reimbursed to the Cooperative as transport subsidy on food grains (Rice, Wheat and Sugar).

 

Objective: - To enable the agents of the Administration under Public Distribution System (PDS) to sell the food grains at the notified rates of the Government of India under Targeted Public Distribution System (TPDS).

 

iii) Achievement (if continuing)    : It is proposed to release Rs. 85 Lakh under scheme during 2010-11

 

b) (Component Name)               : Transportation of Petroleum Products

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : Transport subsidy on petroleum products sanctioned by the Indian Oil Corporation (IOC) is not meeting the actual freight and other over head charges on petroleum products up to the retail point.  All these elements are added the price build up.  Hence the retail issue price has to be fixed higher when compared to selling prices elsewhere.  Hence it is proposed to reimburse a portion of freight & other over head charges as transport subsidy on petroleum products.

 

Objective: - To ensure the sales of petroleum products at reasonable prices as notified by the Administration in all the islands.

 

iii) Achievement (if continuing)    : It is proposed to release a sum of Rs. 15.00 Lakh under the scheme during 2010 - 2011

 

c) (Component Name)                : Interest Subsidy on Rice / Sugar Credit

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The Island Cooperative Supply & Marketing Societies who are the retail agents of the Administration for the supply of food grains under Public Distribution System (PDS). They are liable to pay penal interest on belated payment to the govt. rice / sugar credit account. It is proposed to reimburse the actual cost of penal interest remitted by the Cooperative Societies on a certificate issued by the statutory auditors.

 

Objective: - Due to the sale of rice, sugar and other essential commodities to the Government institutions like schools, hostels, and hospital etc. on credit the entire sales proceeds of rice and sugar could not be remitted back to govt. account in time.  This belated payment leads to payment of penal interest.  Hence it is proposed to reimburse the penal interest actually remitted by the cooperatives.

Almost all the consumer durables and non durables including building materials are procured from mainland and sold to the public at reasonable prices in addition to the Public Distribution System (PDS) items by the cooperatives.  These Societies find it difficult to invest heavy amount for procurement of kerosene oil which is a ration commodity.  Hence the Administration has to provide required amount for procurement of kerosene oil on the condition to remit back the sales proceeds to govt. on a monthly basis.

ii) Description of the component            : Required funds for the procurement of kerosene oil from Indian Oil Corporation (IOC) for distribution on ration cards to the public  is provided on the condition that the sales proceeds of kerosene oil is to be remitted back to the govt. then and there at cost price.

b) (Component Name)               : Installation of Storage Tank for Kerosene Oil

 

i)  Whether continuing/new         : New

 

ii) Description of the component            : Kerosene Oil is transported and stored in 200 liters capacity barrels at present.  This causes the occurrence of much transit and storage loss. The monthly requirement of Kerosene Oil is about 420 barrels.  The Govt. of India has been allocating Kerosene Oil under PDS @ 795 MT (400+395) on half yearly basis.  The administration has to procure, transport and store in each islands Kerosene Oil required for 6 months (2500 Barrels).   Uncontrollable loss is experienced in the past due to leakage and storage loss as Kerosene Oil is being kept in 200 liters capacity barrels.  Therefore, to control the leakage and transit loss of Kerosene Oil it is proposed to install 15 or 20 KL capacity small storage tanks 3 each in major islands and 2 each in small islands, so that Kerosene Oil required for 6 months period can be kept in storage tanks.  An amount of ` 3.5 to 5.00 lakhs is required for each storage tank.  During the year 2010-2011 it is proposed to procure 10 Nos of storage tank and supply to all the islands.

 

Objectives: - To minimize the storage and transit loss of Kerosene Oil in all the islands.
