I. NAME OF THE SECTOR                    : 30. LABOUR AND EMPLOYMENT

 

II. INTRODUCTION OF THE SECTOR    :

 

Like other parts of our country unemployment problem especially among the educated class is escalating in the Union Territory of Lakshadweep also.  Aspiring youths coming out of the Universities are faced with an uncertain future due to the scarcity of job opportunities.  Job opportunity under private sector is very less in Lakshadweep.  The Job seekers in Lakshadweep look for white-collar jobs under the Government Sector.  All of them cannot be provided with employment under the Administration.  Therefore, there is  need to give more emphasis on encouraging the local educated youths to seek employment out side the Island and to encourage them to take up self employment.

           

            The inhabitants of this Union Territory are economically backward and classified as Scheduled Tribes.  A large number of registrants are waiting for job in the Live register of the Employment Exchange.  However, a good number of employment seekers are unable to attend    Interview/test at mainland mainly due to their poor economic condition.  Moreover the performances of the candidates who attend test/interview at mainland are found to be lower from merit point of view.  They find it very difficult to compete with other general candidates because of the Island conditions.  In order to encourage the local Scheduled Tribe candidates to come up for interview/test at mainland and also to raise the general standard of candidates, an existing scheme is strengthened / diversified.  This scheme is aimed to mitigate the unemployment problem of these Islands to a large extent.

 

            It is difficult to accommodate in the Islands itself all job seekers especially the educated.  So, more emphasis is given in providing proper guidance to the employment seekers to get jobs outside the territory.   To achieve this, a scheme namely Vocational Guidance to Employment Seekers has been continuing from 2004-05 on wards.  It is proposed to setup a separate wing in the Employment Exchange where employment seekers can refer the publications connected with employment and get proper updated Employment Market Information.  This has special relevance as there is no facility to get daily newspapers and other publications in Islands in time.  No additional staff is proposed and the scheme is to be operated with the existing staff.

 

Another scheme is the computerization  of the Employment Exchange which has been taken up to facilitate generation of various types of reports based on qualifications, sex seniority etc. through computer  and to facilitate  sponsoring of candidates according to seniority to various employers.

 

            Presently there is no coaching center to give coaching to the young unemployed youths who are appearing for competitive tests. It is proposed to continue the scheme ‘Opening of Coaching Centre for competitive examination' during the Annual Plan 2011-12. The Job seekers are in fact not aware of the job opportunities available in various parts of our country which they can use the services of the coaching centre. In other words they can easily choose the correct route to reach to a good destination. Even candidates at mainland are utilizing services of competitive coaching centers.

 

            Dr. B.R. Ambedkar Industrial Training Institute is the only ITI in Lakshadweep started in the year 1989 initially with three trades namely Stenography, Cutting & Sewing and Carpentry.  Subsequently since the year 1995, one more trade viz.  Mechanic Diesel was also introduced. The Govt. of India, Ministry of Labour & Employment had identified ITI, U.T. of Lakshadweep as one of the 100 ITIs in the Country to start Information Technology & Electronic System Maintenance (IT & ESM) Trade.   Further the ITI of U.T. of Lakshadweep is also selected by the Ministry of Labour & Employment as one of the 500 ITIs of the country for up gradation as Centre of Excellence and courses Hospitality Management, Electrician, Fitter, and Welder may be introduced as additional trades in the ITI. Courses of Mason, Plumber, Seamen Training (Continuous Discharge Certificate), Fishing trade and Marine Engineering are also need to be introduced.  Two trades namely Plumber & Mason (Building Constructor) were introduced in the ITI during the Annual Plan 2009-10.  Thus in all 10 new Trades to be introduced which will be of great help for the Islanders to go for Self Employment and necessary equipments such as Computer, Gadgets, Photocopier, etc. and Instructors for respective new Ten Trades and requisite facilities required to be provided.  It is proposed to construct new ITI Complex with hostel facilities by acquiring land.

 

In Lakshadweep there is no separate wing for enforcement of Labour Laws. The following major and important Labour laws are implemented in Lakshadweep:-

1. The Factories Act, 1948 (63 of 1948)

2. The Minimum Wages Act, 1948 (11 of 1948)

3. The Payment of Wages Act, 1936 (4 of 1936)

4. The Workmen's Compensation Act, 1923 (8 of 1923)

5. The Industrial Disputes Act, 1947 (14 of 1947)

6. The Employment of Children Act, 1938 (26 of 1938)

7. The Trade Unions Act, 1926 (16 of 1926)

8. The Industrial Finance Corporation Act, 1948 (15 of 1948)

           

However, there are no enforcement officials posted for strict enforcement of the Acts.  The Govt. of India, Ministry of Labour has been emphasizing the need for strengthening the Labour Department of the U.T. Administration for taking up and implementing Labour welfare activities and strict enforcement of important Labour Laws.  It is, therefore, proposed to set up separate Labour Enforcement Wing during XIth Five Year Plan 2007 – 2012.

ii) Description of the component            : The introduction of all the five additional trades being proposed to be introduced requires construction of new ITI Complex as the existing ITI building is very small. Moreover, Hostel facilities, Library, Conference Hall, play ground, etc are not available in the existing ITI building .It is therefore necessary to construct an ITI Complex by acquiring sufficient land to accommodate all the existing and new trades in the same Complex with all the above facilities.

ii) Description of the component            : Presently there is sanctioned only one post of Labour Officer, one LDC & one Peon. Now there is a proposal to further create one post of Labour Inspector, One UDC & one Sweeper during XIth Five Year Plan, as there are no enforcement officials posted for strict enforcement of the Acts.  The Govt. of India, Ministry of Labour has been emphasizing the need for strengthening the Labour Department of the U.T. Administration for taking up and implementing Labour welfare activities and strict enforcement of important Labour Laws.  It is, therefore, proposed to set up separate Labour Enforcement Wing during XIth Five Year Plan 2007 – 2012.

 

            The Govt. of India, Planning Commission has emphasized that welfare of the working classes/ labourers is of great importance and has directed the Administration that the enforcement machinery under various labour laws has to be strengthened by infusing adequately trained staff in sufficient numbers with a view to promoting with goal of all inclusive National development.  It is therefore proposed to post necessary staff for enforcing labour laws and staff for office works during the XIth Five Year Plan.
