II. INTRODUCTION OF THE SECTOR    :

 

The implementation of Special Nutrition Programme in Lakshadweep is aimed to improve the nutritious status of the malnourished children, pregnant ladies, Lactating mothers, adolescent girls and severely malnourished children and mothers who are the vulnerable section of Society.  This scheme is covered under Minimum Nurse Programme (MNP).  In the previous Plan period a good number of children and mothers were covered under the progrpamme in all islands.  At present there are 12450 beneficiaries for this scheme in the islands.  This includes 10339 children of age group 0 -6 years 2111 pregnant and lactating mothers.  Under this scheme much provision cannot be made in Non-Plan side because the beneficiaries under this programme are going on changing continuously as a pregnant mother who may be a beneficiary during a particular month will not be a beneficiary after nine month.  Similarly, a nursing mother who may be a beneficiary under this programme may not be a beneficiary after two years.  Therefore changing of beneficiary under this scheme is continuous process.  Hence, only Rs.313.50 was agreed for the scheme in Plan side for the X th Five Year Plan period.  An amount of Rs.377.50 Lakh is approved for the XI th Five Year Plan.  The Scheme has been transferred to the District Panchayat for implementation as per Lakshadweep Panchayat Regulation.  The amount is relased to them by means of Grant in Aid.

4. Objectives of the scheme (Separately for each component)

 

The implementation of Special Nutrition Programme in Lakshadweep is aimed to improve the nutritious status of the malnourished children, pregnant and nursing mothers and severely malnourished children and mothers who are the vulnerable section of the society.  This scheme is covered under Minimum Needs Programmes (MNP).  At present there are 13470 beneficiaries for this Scheme in the islands.  This includes 10339 children of age group 0-6 years and 2111 pregnant and nursing mothers.   Now the scheme is transferred to District Panchayat for implementation as per Lakshadweep Panchayat Regulation. Hence the grant in aid to provided to Dist Panchayat for the implementation of the Scheme

 

a) (Component Name)                : Providing nutritional diets to beneficiaries

ii) Description of the component            : The Administration proposes to raise the nutritional status of tribal women and children in Lakshadweep. Nutrition diets are distributed to Pregnant, Lactating mothers, adolescent girls and pre-school children attending Anganwadis, and crèche Centres. At present there are 8587 beneficiaries availing this scheme.  They are provided with Special nutrition including mid-day meals.  The requirement is Rs.50.73 lakhs per annum. In this, the administration expects 50% as Central assistance under Basic Minimum Services.  Therefore the provision for the share of the administration is made in the Plan.

 

iii) Achievement (if continuing)    : Achievement of Physical and Financial target fixed in the previous Annual Plan 2009-2010 are anticipated

 

b) (Component Name)               : Adolescent Girls Scheme - SABLA (RGSEAG)

 

i)  Whether continuing/new         : New

 

ii) Description of the component            : The programme for Adolescent girls should emphasis whole range of activities, such as nutrition, health, education, recreation, up gradation of home based skills and promotion of her decision making capability as adolescent girls who are one of the most critical human resources, particularly at Village level as a part of ICDS programme with following objectives.

 

  1. To cover girls in the age group of 11 to 18 years

 

  1. To improve the nutritional and health status of girls in the age groups.

 

  1. To provide them the required literacy and innumeracy skills, through the non formal stream of education, to stipulate a desire for  more crucial exposure  and knowledge and to help them improve their decision making capabilities, especially on issue regarding their future.

 

  1. To train and equip the girls to improve and upgrade home based  skills, to promote awareness of health, hygiene, nutrition and facility home management and child care to take all other measures as would facilitate their  marrying only after attaining the age of 18 and, if possible, even after.  The nutrition food component is met under Sate Plan.  The Addl. Central Assistant (ACA) is a 100% GIA of Govt. of India for providing nutrition food to under weight Adolescent girls as per Guild Lines of the Government of India, Ministry of Women and Child Development.  Now NPAG Scheme has been excluded from Plan as per the direction of Working Groups meeting of Annual Plan 2008-2009 vide letter No.M-13048/34/LD/2007-SP.Co. Dated 24.4.2008. Now the Ministry of Women and Child Development, New Delhi vide their letter No. 6-12/2010-RGSEAG dated 27-09-2010 has directed to carry out the programme/ Scheme of Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)- SABALA in place NPAG and KSY.  200 districts including the union territory of Lakshadweep has been approved by the Government of India initially.  The selected Districts, SABLA would replace the existing Nutrition Programme for adolescent Girls and Kishori Shakthi Yogana (KSY).

 

SABLA Aims at Empowering Adolescent Girls of 11 to 18 years by improving their Nutritional and health status, up gradation  of home skills, life skills and vocational skills.  The Girls would be equipped with information on health and family welfare, hygiene and guidance on existing public Services. The scheme focuses on all out of school Adolescent Girls who would assemble at the Anganwadi Centre as per the time table and frequency decided by states/UT Administration.  The others i.e., the school going girls would meet at the Anganwadi Centre at least twice a month and more frequently during vacations/holidays, where they will receive life skill education, Nutrition and Health education awareness about other socio-legal issues etc.  This will give an opportunity for mixed group interaction between in-school and out-of-school girls, motivating the  latter to join school. The target group would be subdivided into two categories, viz 11-15 and 15-18 years and interventions plant accordingly.  The scheme also aims to mainstream out of school girls in to formal education or non-formal education. The scheme would be implemented through Anganwadi Centers since AWCS are the focal point for the delivery of services for the holistic development of women and children including Adolescent girls. If any infrastructure and other facilities are inadequate in Anganwadi Centres, alternative arrangements have to be made in schools/Panchayath community building etc. SABLA will be a centrally sponsored scheme, implemented through the state Government/UT with 100% financial assistance from the central Government for all in puts except Nutrition component. For Nutrition component, the expenditure shared on 50:50 basis by the centre and State Government/ UT Administration.  Hence 50% share of the UTL Administration is included in the Annual Plan 2011-2012.     

      

The following integrated package of services are to be provided to Adolescent Girls:-

 

  1. Nutrition provision
  2. Iron and Folic Acid (IFA) supplementation
  3. Health Check-up and Referral Services
  4. Nutrition and Health Education (NHE)
  5. Counseling/Guidance on family welfare, ARSH child care practices and home Management
  6. Life skill education and accessing public services
  7. Vocational training for girls aged 16 and above under National skill Development programme

 

The financial norms will be Rs.5/-per beneficiary per day for 300 days this would be inclusive of the Cost of micronutrient fortification.

ii) Description of the component            : The Scheme is a new one included in the Annual Plan as per the direction from Ministry of Women and Child Development, New Delhi vide letter No.9-2/2010-IGMSY-CMB dated 28.06.2010.  The Scheme would aim in improving the health and Nutrition status of pregnant and lactating women by providing cash directly as maternity benefit to P & L women as part compensation for wage loss during pregnancy and lactating period in response to individuals fulfilling specific conditions liked to maternal and child care behavior and responses.  Hence a provision is being made in the Annul Plan 2011-2012.
