II. INTRODUCTION OF THE SECTOR    :

 

The Animal Husbandry and Poultry Development Programmes are having cardinal significance in the upliftment of the socio economic conditions of rural population. Livestock sector provides fresh nutritional value added animal protein to whole population of this territory and help to generate gainful employment and enriches the soil with organic manure. Livestock production is labor intensive and highly women oriented. This sector has been one among few growth sectors in the islands. Poultry, Goat and cattle can provide livelihood support to small, marginal and landless farmers. In the livestock sector both health and production in Lakshadweep Island need to be strengthened for augmentation of egg, meat and milk. Thus the Department visualized programmes to bring more employment opportunities and to achieve self-sufficiency in the production of meat, milk and egg so as to meet the demand for the animal protein.

ii) Description of the component            : (1) Eggs are hatched in different hatcheries in Govt. Farms. To promote large scale rearing of broiler birds day old chicks are supplied to the farmers on subsidized cost to enhance meat production in the Islands.   

 

(2) Large Scale Layer Poultry Farming under Intensive rearing System:- For promoting rearing of layer birds under intensive rearing system eight week old pullets are to be supplied to the farmers on 50% subsidy so as to attract more & more numbers of large scale poultry farmers aimed to increase the production of egg  so as to reduce dependency over mainland.

ii) Description of the component            : Award will be given to the best poultry farmers as per the recommendation of the committee duly constituted for the purpose. The main aim of the programme is to encourage and motivate more number of small and marginal farmers to come forward for poultry farming.

ii) Description of the component            : Feed cost amounts to about 60% of the total expenditure in poultry rearing. Thus for ensuring sufficient quality feed supply and promoting the poultry enterprise, feeds are to be procured and distributed to the farmers at 30 % subsidy as an incentive. As there is no feed manufacturing plants in Lakshadweep at present all required feeds are to be brought from main land and transportation cost is very much high which automatically increases the cost of feed.  As the farmers of Lakshadweep are small, marginal and scheduled Tribes, department propose to give it to them at subsidized cost.  A total of 1500 M.T feed is proposed to purchase during the annual plan period 2011-2012.

g) (Component Name)               : Financial Assistance to Deep Litter Shed with capacity of 50-200

ii) Description of the component            : To minimize the burden in construction cost of poultry shed. Department has been assisting farmers by providing Rs.3000/- per shed for beginners to attract and take up the Layer poultry farming. This scheme is implemented through Village Dweep Panchayath.

h) (Component Name)                : Financial Assistance to Deep Litter shed with capacity of 200-500

ii) Description of the component            : It is proposed to provide financial assistance for construction of poultry pen for the beginners those who come forward to rear Layer birds up to 500 birds at a time @ Rs.5000/- per unit.

ii) Description of the component            : There had been instances of mass mortality of Birds due to out break of various diseases.  This situation prevents the poor farmers from taking up poultry related activities and often force to suffer huge financial loss, which ultimately forces the farmers to discontinue from the field. There fore the department proposes to extend assistance to such large scale farmers facing with mass mortality exceeding 25% of their stock at a stretch even after observing all possible control measurers.

j) (Component Name)                 : Feed Mixing Plant

ii) Description of the component            : It is proposed to establish a small feed mixing unit to ensure availability of fresh quality feed. By utilizing large quantities of tuna fish waste available for converting in to fishmeal in order to add in the preparation of poultry feed. Admissible percentage of fresh fishmeal will increase egg production in layer and body weight for broiler as well as to reduce the feed cost. In case of any private entrepreneur come forward to take up the venture of establishing feed mixing plant, 50% of the total project cost of the plant, not exceeding to Rupees Five lakhs is proposed to be  provided by the department.

k) (Component Name)                : Provision for Annual Maintenance Contract for Incubator

ii) Description of the component            : The incubators are the backbone of the hatching operation in the farm activities. The demand of chicks has been met in satisfactory position after the implementation of hatchery operations. Now the import of chicks from mainland has been totally stopped. In all island hatcheries were installed and full-fledged operation is going on. In the islands of Androth, Amini, Minicoy, Kavaratti provided with additional incubators in order to meet the accelerated chicks demand. While incubators are functioning in peak period of production, the troubles in the hatcheries are often coming up. Due to this trouble shooting hatching, operations are adversely affected. Some times the trouble in hatcheries causing huge loss to the exchequer and also shortage of chicks. This situation could be overcome by providing annual maintenance contract for incubators. More over once AMC is awarded the service engineer of interested firm will station in the island and the trouble  could be rectified .Besides  the  department  staff could get  more exposure to the  maintenance of the  incubators.

(a) Brief introduction of the Scheme: Nearly 90 % of total households are rearing two to three goats for meat purposes and also to meet their daily requirement of milk to some extent. Chevon is the popular meat in Lakshadweep and people use it at all occasions especially marriages and religious functions. In spite of large number of households rearing the goats, the availability of goat milk and meat is meager. The islanders are not prepared to give up goat rearing because of social and economic reasons. The existing schemes envisage distribution of high quality breeding goats to the farmers and providing assistance for feed and goat shed etc.

(a) Introduction of the Scheme   :  Due to scarcity of gracing land, organized dairy farming is not encouraged. But household farming is encouraged by distributing quality cross breeds of Holstein Friesian, Jersey and brown Swiss for maintaining present level of milk production and to generate income. Breeding of animals is carried out with the help of Artificial Insemination utilizing frozen semen from Kerala and also by maintaining the bulls for natural service in islands/ areas were it is difficult to provide liquid nitrogen in time. The cattle development scheme envisages assistance in providing high yielding milch animals, cattle feed, fodder and cattle shed including insurance coverage.

This animal required to hold for some days to observe symptoms of the   various dreaded diseases in order to prevent the clandestine entry of diseases to the islands. In view of out break of the various dreaded pandemic diseases in our country, the department required to be more cautious and vigil. Therefore Department proposed to establish cattle holding farm & quarantine unit at Mangalore during current year.

(a) Introduction of the Scheme   :  Animal health places the significant role in controlling production losses as well as protecting the voluble animals/ birds. The overall among the animal health scheme is to keep Lakshadweep free from the thereat of any outbreak of contagious and infections diseases and provide pre veterinary services at the farmers doorstep.

ii) Description of the component            : The aim of the programme is to prevent production losses and to preserve livestock wealth and provide efficient health care facilities. This scheme is implemented through the veterinary network established in each island. The scheme envisages identifying the etiology of diseases by various diagnostic techniques, strict quarantine check measures to prevent clandestine entry of dreaded diseases. The components envisaged under the scheme are provision for Medicines, in-patient care, Vaccines, equipments and instruments.

ii) Description of the component            : In view of the emerging & re-emerging of various disease in the near by states the island administration needed to be gear up for the control of the diseases. The diagnosis of the disease is prime area as far the health is concerned .Any action plan being charted for containment of any diseases required identification of the actual cause of the disease. Hence establishment of diagnostic laboratory is mandatory for ruling out of the diseases.

ii) Description of the component            : It is proposed to impart training on various disciplines of animal husbandry and poultry based activities for vets and para vets as per of Human Resource Development Programme, which is an important factor in capacity building and improving over all efficiency of farmers and other functionaries both technical and administrative cadres. Training programme helps in bringing desirable Changes in knowledge and upgrades the skills of extension functionaries associated with the process of poultry and animal husbandry activities

b) (Component Name)               : Farmers Tour

ii) Description of the component            : Conducting framer's tour to mainland for selected farmers to get first hand exposure of technology transfer in the field of poultry and animal husbandry activities. The aim of the programme is to educate local livestock and poultry owners about latest technical know how in rearing of livestock latest methods of feeding, breeding, management and disease will control so as to increase production and productivity of livestock in this territory.

ii) Description of the component            : Programme is mainly for imparting training / extension education to farmers on various aspects of poultry and animal husbandry activities organized in various islands there by to encourage large segment of the society to take up this venture. The aim of the programme is in order to equip the local farmers to take up poultry and livestock based activities for additional income generation and making the same remunerative enterprise.

ii) Description of the component            : Department proposed to organize a poultry expo by inviting different producers of various types of poultry products for familiarizing the use of livestock and poultry products among the public.

e) (Component Name)                : E.D Programme for local youth

ii) Description of the component            : Department proposed to organize a E.D programme for local youths in islands in order to bring large segment of the society to take up poultry rearing as a source of employment generation.

ii) Description of the component            : Imparting of training is having significant importance which is aimed at technology transfer and utilization. Farmer oriented and technician oriented courses /training reflects the introduction of specific practices and new technology that will enhance livestock production as well as farm income. For each and every thing islands depends own mainland and need to be sent all technician to mainland for training which required huge amount. Moreover, it is also not possible to send all the persons to mainland for training at a time. Instead of sending farmers and technical staff to mainland the resource person could call to island and conduct the training programme if, a good training center is available in the island. Thus a training center is visualized to start at Kavaratti Island in order to impart the training to farmers as well as para vets and veterinarians according to the situation.

g) (Component Name)               : Provision for Veterinary Council

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The state Veterinary Council is not functioning properly though it was established long back. It is mandatory that all states UTs should have implemented that IVC Act 1984. The Act is been implemented for regulating the Veterinary Practices and to maintain registers of Veterinary practitioners as per the provision of IVC act.  Number of references received from the Ministry and Veterinary Council of India regarding proper functioning of for the council and appointment of Registrar and supporting staffs. The function of state Veterinary council has been affected due to the lack of the man power and infrastructural facilities. Thus provision for the function of Veterinary Council is considered in this scheme.

h) (Component Name)                : Provision for Expert Visits

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The successful implementation of various schemes is depending up on the understanding of the latest technical know how. The expert opinion for implementation of schemes and control and containment of disease is often required to the islands due to the geographical isolation of islands from mainland. Expert visits definitely had very good impact in the formulation and implementation of the schemes during past years. Hence, provision for expert is considering the scheme component.
