I. NAME OF THE SECTOR                    : 04. COOPERATION

 

II. INTRODUCTION OF THE SECTOR    :

       

1. The Cooperative Movement was launched in Lakshadweep during the year 1962.   Under the Five Year Plans this movement has covered almost all fields   of    economic activity.  The movement could really make rapid strides not only in     marketing   of Agricultural Produce (copra) but also in the distribution of consumer   goods and providing of cheap credit to the people.  The Lakshadweep   Cooperative Marketing Federation and ten Primary Cooperative Supply & Marketing Societies have become the very back bone of island economy as far as   marketing of Agricultural   Produce (copra) and distribution of essential commodities are concerned.   The 9 Service Coop.  Societies have established a name for themselves in meeting the short term and medium term credit requirements of the people.   The six Govt Employees Coop.  Stores and Canteens in the island are designed to meet the special requirements of its members who are Govt. Servants.  The six labour contract Cooperative  Societies, six  fishermen  cooperative  societies and fifteen  industrial  type  of cooperative  societies  in the islands have not made much impact on  the life  of  the  people. One women's Coop Society at Kavaratti also organized.   There are 67 different types of Coop. Societies in Lakshadweep at present.

 

2. During the XIth Five Year Plan, the activities of all the Coop. Societies are proposed to be strengthened to make them more viable.  Apart from marketing 100% of agriculture produce of the islanders   it is also proposed to undertake the marketing of coir, dried fish, mass etc. in a big way by exploring new marketing centers.   Almost all the consumer goods including building materials consumer durables and non durables required for the people are proposed to be procured by the Lakshadweep Coop.  Marketing Federation and sold to the public in the islands by the Island Cooperative   Supply & Marketing Societies at reasonable prices.   Credit requirements of the islanders is proposed to be further strengthened.    It is also proposed to organize  Student  Consumer  Stores  at  the rate of one in each  island  for  the benefit  of  High Schools and College students and one each   Women  Coop. Society at  Kavaratti / Kalpeni  for the empowerment of women.

 

3. For  achieving  the  above objectives  the  Lakshadweep  Coop. Marketing   Federation  will be given adequate financial  assistance  and technical  guidance for marketing of agriculture produce and procurement of  essential  commodities.   branch  building,  retail  outlets  and managerial  subsidy  to  meet the establishment cost of  staff  wherever required will also be given to all types of Coop.  Societies in order to help them    undertake various   developmental activities with an objective to make them viable units.

 

4. The credit requirements of the people are proposed to be strengthened further. Of   late  it  has  been observed  that wherever departmental officers have been deputed to  work as  Chief  Executive  of the Societies those societies are  doing  well.  Therefore it is proposed to provide technical experts and managerial assistance to them so that they may also become viable by the end of the XIth Five Year Plan.

 

5. There is great potential for construction works and other labour oriented activities in this union territory.  It is therefore proposed to re-vitalize the existing six labour contract cooperative societies.   These labour contract cooperative societies will also be provided necessary technical and managerial assistance, share capital etc to make the society achieve viability by the end of the XIth Five Year Plan.

 

6. There are no cooperative training institutions or state cooperative union in Lakshadweep to meet the training needs of the departmental officers and the staff of the Cooperative Societies.  It is therefore proposed to depute these staff for various types of training course on Cooperative Audit, Banking, and Computer Application etc.    It is also proposed to conduct orientation courses for salesmen and management course for Chief Executive and Director Board Members of the Cooperative Societies during the XIth Five Year Plan period.

 

7. During the year 2007 2008  difficulties were experienced in the transportation  of   essential commodities food grains and petroleum products from mainland to islands due to ban imposed by the Director General (Shipping) for transportation  of  petroleum  products on the wooden   sailing vessels and the cargo vessels owned  by  the  Administration  were  not  sufficient  to  meet the transportation requirements for  essential  commodities  and  food  grains.   Accordingly scarcity of food grains and Petroleum products were experienced.  Therefore it is proposed to acquire / hire a dedicator barge / ship for transporting essential commodities food grains and petroleum products.  The Lakshadweep Cooperative Marketing Federation (LCMF) the wholesale agency of the Administration and the Cooperative Supply & Marketing Societies the retail agents of the Administration will be provided required funds for acquiring / hiring ship / barge for transportation of essential commodities to the islands so that food security can be ensured in these remote islands.

To market the entire Agricultural product to the best advantage of the farmers.  The Lakshadweep Cooperative Marketing Federation (LCMF) will be able to provide 90% of value of produce to the farmers as advance.

 

a) (Component Name)                : Revolving capital for copra / Mas/ Coir marketing (grant-in-aid)

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to strengthen the marketing activities of Lakshadweep Cooperative Marketing Federation (LCMF) by providing necessary financial assistance as revolving capital for marketing by way of grant-in-aid.      The Lakshadweep Cooperative Marketing Federation (LCMF) will be able to provide 90% of value of produce to the farmers as advance.

 

iii) Achievement (if continuing)    : The copra produced in the islands was marketed through the cooperatives by providing required advance to the farmers.  It is proposed to continue the marketing by the cooperatives during the year 2011-2012.  A sum of Rs. 8 crore was released to the Lakshadweep Cooperative Marketing Federation (LCMF) for the purpose of marketing of copra during the period from 2006-2007 to 2010-2011 and a sum of Rs. 4.16 crore was released to LCMF for marketing of mass meen during the year 2009-10 and 2010-2011

 

b) (Component Name)               : Marketing assistance Reimbursement for Grading, storage, service charges etc.

ii) Description of the component            : It is proposed to reimburse the expenditure incurred for grading, storage, service charges and other expenses being incurred by the Cooperative Societies over and above the amount being reimbursed by the NAFED for marketing of Agriculture Produce of the farmers / members.

 

Objective: - To market the entire Agriculture Produce (Copra) to the best advantage of the island farmers.  This will also enable the Cooperatives to pay the full amount of sale proceeds of the Agriculture produce without any deduction towards expenses to farmers / members.

 

iii) Achievement (if continuing)    : A provision of Rs. 32 lakh is made during 2011 2012 for the purpose.  Rs.5.24 lakh already released to LCMF during the year 2010-11.

 

c) (Component Name)                : Loan and subsidy for construction of godown / office

ii) Description of the component            : It is proposed to provide loan and subsidy for the construction of godown / retail outlets for Lakshadweep Cooperative Marketing Federation (LCMF) at Mangalore and Calicut for undertaking marketing activities. 

 

Objective: - To have proper storing facilities at mainland for the Agriculture produce brought from the islands & to enable Lakshadweep Cooperative Marketing Federation (LCMF) arrange the marketing.

 

iii) Achievement (if continuing)    : Rs. 14- Lakh at the ratio of 50:50 was released during 2010 2011 for the purpose.

 

d) (Component Name)               : Managerial subsidy

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The Lakshadweep Cooperative Marketing Federation (LCMF) has opened two branches at Mangalore and Calicut with Managing Director and required staff for undertaking marketing activities.  It is proposed to provide managerial subsidy to meet the cost of new posts created for marketing including the post of Managing Director.

 

Objective: - To market the entire Agriculture Produce (Copra) to the best advantage of the island farmers.  This will enable the Lakshadweep Cooperative Marketing Federation (LCMF) to recoup a portion of the salary paid to the staff engaged for marketing activities. 

 

iii) Achievement (if continuing)    : The 50% cots of staff engaged for marketing is being reimbursed to the Lakshadweep Cooperative Marketing Federation (LCMF) during 2011-12 for which a provision of Rs. 2/- Lakhs has been earmarked.

 

e) (Component Name)                : Share Capital

ii) Description of the component            : It is proposed to provide additional share capital contribution so as enable the LCMF to enhance its working capital base for   strengthening its marketing activities.

 

Objective: - To market the entire Agriculture Produce (Copra) to the best advantage of the island farmers    this will enhance the working capital base of the Lakshadweep Cooperative Marketing Federation (LCMF) for providing timely payment of sales proceeds of Agriculture Produce to the farmers / Members.

 

iii) Achievement (if continuing)    : Rs. Five lakh has been released during 2010-2011

 

f) (Component Name)                : Acquiring / hiring ship / barge

 

i)  Whether continuing/new         : Continuing

ii) Description of the component            : It is proposed to provide 100 Lakhs to the Lakshadweep Cooperative Marketing Federation (LCMF) and Cooperative Supply & Marketing Societies for acquiring/ hiring barge / ship/ for transportation of essential commodities/ food grains/ petroleum products so as to provide food security to the people.

 

Objective: - To ensure uninterrupted transportation of essential commodities food grains and petroleum products from mainland to Fair Price Shops (FPS) in the islands so as to provide food security to the people of Lakshadweep.

 

iii) Achievement (if continuing)    : Rs. 200 lakh being released during the year 2010-2011.

 

g) (Component Name)               : Establishment of Technical/ Promotional cell

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The department propose to avail the benefit of restructured central sector scheme of NCDC as per which the NCDC will finance in the form of reimbursement of Pay, DA/HRA and C.C.A of the incumbent based on the actual expenditure for one post of Development officer and one post of Development officer ( Marketing)  and one post of Development Officer ( Management / Finance) at LCMF as per NCDC letter No : 9-7/74- P&C Dated June 29, 2009 in the state/ U.T. It is proposed to provide the financial assistance for the payment of Salary and allowance of the above proposed post. The reimbursed portions of the Pay by NCDC will be remitted to the Government account. Total 15 lakh which is to be kept advance payment of salary till it is reimbursed from NCDC.

 

Objectives: - To market the entire Agricultural produce (Copra) and Mass meen to the best advantages of the local farmers and for over all development of cooperatives. The department proposes to strengthen the Technical / promotional cell availing the restructured central Sector scheme of National Cooperative Development Corporation for under developed states / U.T.s.

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The Lakshadweep Cooperative Marketing Federation (LCMF) is having one Cargo Vessels for transporting essential commodities from mainland to primary Cooperative Societies in the islands.  The Lakshadweep Cooperative Marketing Federation (LCMF) has to incur huge amount for carrying out annual repair and maintenance.  The vessels are maintained by the Lakshadweep Cooperative Marketing Federation (LCMF) for strengthening the Public distribution activities, as the whole sale agent of Lakshadweep Administration under Public Distribution System.  It is proposed to provide financial assistance to the Lakshadweep Cooperative Marketing Federation (LCMF) to meet at least a portion of the expenditure incurred by it for the repair and maintenance of Cargo Vessels.

 

Objective: - To maintain uninterrupted supply of essential commodities and consumer goods at reasonable prices and to contain the market price and to strengthen the activities of the Lakshadweep Cooperative Marketing Federation (LCMF).

 

iii) Achievement (if continuing)    : An amount of Rs. 10- Lakh at the ratio of 50:50 as loan & subsidy is released during 2010 2011 for the purpose.

 

b) (Component Name)               : Share capital contribution

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : Primary Cooperative Societies in the islands continued to act as the retail agents of the Lakshadweep Administration under Public Distribution System.  These Societies are engaged in the distribution of all essential commodities at reasonable prices.  It is proposed to provide financial assistance to these Societies as additional share capital to strengthen their share capital base.

 

Objective:         It is proposed to provide state participation to strengthen the capital base of Cooperative Supply & Marketing Societies to maintain uninterrupted supply of Public Distribution System (PDS) and other essential items to the public.

 

iii) Achievement (if continuing)    : Rs. Two lakh has been earmarked for the purpose during 2010-11

 

c) (Component Name)                : Managerial Subsidy to Govt. Employees Coop. Store & Canteen

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : The employees' Cooperative store and canteen are functioning to meet the special needs of the Government employees.   To make these stores potentially viable the Administration had reimbursed   50% of the cost of one Manager one Salesman one Weighing man as managerial subsidy to the Societies during Xth Five Year Plan.  It is proposed to continue the above subsidy at the above rates during XIth Five Year Plan period also.

 

Objective: - To enable these Societies to continue to serve the special needs of the Government employees in a better way.

 

iii) Achievement (if continuing)    : A sum of Rs. 2.76 was released & Rs. 1.74 being released during 2010-11

 

d) (Component Name)               : Loan and subsidy for furniture

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to provide loan and subsidy at the ratio of 50:50 to the required extend for the purchase of furniture and equipments.  The loan shall be repayable in 15 annual equal installments with interest.

 

Objective: - These Societies are not able to purchase required furniture and equipments with their limited resources.   Hence it is proposed to provide above financial assistance.

 

iii) Achievement (if continuing)    : A sum of Rs. 2.00 Lakh is being released during 2010 2011

 

e) (Component Name)                : Working Capital Loan

ii) Description of the component            : It is proposed to provide working capital loan subject to a maximum of ten times of the paid up share capital of each society for enhancing the working  capital base of the society.  Loan shall be repayable in 15 equal annual installments with interest.

ii) Description of the component            : It is proposed to provide Government share capital to the primary agricultural credit Cooperative Societies to enhance their working capital base.  This assistance will be limited to ten times of the paid up share capital.  This assistance will be provided only to those Cooperative Societies who's,   working is satisfactorily and identified as potentially viable.

 

Objective: - To enable credit Societies to enhance their capital base for providing cheep credit to the members.

 

iii) Achievement (if continuing)    : A sum of Rs. Five lakh is being released as Share capital to credit cooperatives during 2010- 2011.

 

b) (Component Name)               : Working Capital Loan

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to provide working capital loan to Primary Agricultural Credit Societies (SCS) so as to enable these Societies to enhance their business turn over.   The maximum limit fixed for the sanction of working capital is 20 times of the paid up share capital of the society.  The loan is repayable in 15 annual equal installments.

 

Objective: - To increase the working capital base of the Credit Cooperatives to provide credit requirements of the people of Lakshadweep.

 

iii) Achievement (if continuing)    : A sum of Rs. 25 lakh was released to credit Coop. Societies

 

c) (Component Name)                : Managerial Subsidy

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to reimburse the 75% of the cost of one Secretary, to Primary Agricultural Credit Societies (SCS) with an annual loan business of up to Rs. 50 Lakh and 50% of the cost of one secretary to PACS with annual loan business exceeding Rs. 50 Lakhs as managerial subsidy.

 

Objective: - This will enable the credit Cooperative Societies to meet a portion of the establishment charges of their Chief Executive so that these Societies will attain viability by the end of the XIth Five Year Plan.

 

iii) Achievement (if continuing)    : Rs. 5 lakh is being released under this scheme during 2010-2011.         

d) (Component Name)               : Interest Subsidy on Working Capital Loan

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : In the absence of District / State Cooperative banks in Lakshadweep, the Primary Agricultural Credit Societies (SCS) are not able to avail the re-finance facility of the NABARD/ RBI.  These Societies are issuing ST/MT loans availing the working capital loan advanced by the Lakshadweep Administration.  Therefore the difference between the rate of interest charged by the Lakshadweep Administration and the rate on which the NABAD / RBI would have charged on the loans is proposed to be given to these Societies as subsidy.  The subsidy will be available only to the extent of the working capital loan provided by the Lakshadweep Administration.

 

Objective: - The credit Cooperative Societies in the islands will be able to provide ST / MT Loans to their members at the same rates by availing refinance from the NABARD

 

iii) Achievement (if continuing)    : During 2010-11 Rs. One lakh is being released under scheme.

 

e) (Component Name)                : Loan and Subsidy for office Building

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : Loan & Subsidy at the ratio of 50:50 to those PACS who does not have their own office building or for the expansion/ repair of the present office building will be made available under this scheme.  Loan shall be repayable in 10 annual equal installments with interest.

 

Objective: - At present some Credit Cooperative Societies are functioning in rented building / owned buildings which were built during 70s have to be modified to give a new outlook. This will enable these Societies to have their own office building to furtherance their activities.

 

iii) Achievement (if continuing)    : A sumo f Rs. 10- Lakhs is being released during 2010 -2011

4. Objectives of the scheme (Separately for each component)

 

a) (Component Name)                : Managerial Subsidy to Labour Contract Coop. Societies (LCCS) 

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to subsidize 100% costs of one Secretary and one supervisor for each Labour contract coop society during XIth five year plan as managerial subsidy.

 

Objective: - The Labour Contract Cooperative Societies (LCCS)  in the islands are not able to meet the full cost of their staff due to insufficient income from the value of works executed.  It is therefore proposed to reimburse a portion of such expenses as managerial subsidy.

 

iii) Achievement (if continuing)    : It is proposed to release a sum of Rs. 0.50 Lakh as managerial subsidy during 2010 2011

 

b) (Component Name)               : Working Capital Loan to Labour Contract Coop. Societies (LCCS) 

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : There is great potential for labour oriented activities and construction works for providing employment to the educated as well as uneducated youths in Lakshadweep.  It is proposed to organize four more Labour Contract Coop. Society during XIth Five Year Plan and also to revive the existing Labour Contract Coop. Societies.   Working Capital Loan up to ten times of the paid up share capital of the societies will be provided to enhance the capital base of these societies.  The loan shall be repayable in 15 annual equal installments with interest.

 

Objective: - To enable these cooperatives to increase their capital base for undertake construction works for providing employment to the youth in Lakshadweep.

 

iii) Achievement (if continuing)    : It is proposed to release a sum of Rs. 2.00 Lakh as working capital loan during 2010 2011

c) (Component Name)                : Share Capital to Labour Contract Cooperative Societies (LCCS) 

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to provide Govt. share capital contribution to enhance their working capital base.  This assistance will be limited to ten times of the paid up share capital of the society.

 

Objective: - To enable Labour Contract Cooperative Societies (LCCS) to have sufficient working capital to strengthen their activities.

 

iii) Achievement (if continuing)    : It is proposed to release a sum of Rs. 2.00  Lakh as Working capital loan during 2010-11

 

d) (Component Name)               : Share Capital to Women's Cooperative Societies/ Industrial Cooperative Societies

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : One women's cooperative society each at Minicoy at Kavaratti in the model of existing village system has been organized.  The society will be provided Govt. share capital contribution at ten times of the paid up share capital subject to a maximum of Rs. 25000/-   per year during XIth five year plan.

 

Objective: - A women Cooperative Society at Minicoy has been organized.  It is proposed to organize one more society during XIth plan at Kavaratti and Kalpeni and make Government participation by way of Govt. Share capital contribution.  It is also proposed to provide similar assistance to Industrial Cooperative Societies.

 

iii) Achievement (if continuing)    : It is proposed to released a sum Rs. 0.75 Lakh

 

e) (Component Name)                : Working capital loan to women Cooperative Society/ Industrial Cooperative Society

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to provide working capital base to the woman Cooperative Society by way of working capital loan which shall be repayable in 15 equal annual installments with interest to the Govt.  It is also proposed to provide financial assistance to Industrial Coop. Societies.

 

Objective: - To enable these Societies have sufficient working capital to carry on its business in a better way.

 

iii) Achievement (if continuing)    : Rs. 1 Lakh being released during 2010-2011

 

f) (Component Name)                : Share Capital to Students Coop. Societies

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : There are two student Coop. Stores in Kavaratti and Androth.  It is proposed to organize few more such stores during XIth five year plan.  Share Capital Contribution at ten times of the paid up share capital of the stores will be made a viable.

 

Objective: - To enable these Societies to create necessary capital  base for undertaking the supply of special needs of the students.

 

iii) Achievement (if continuing)    : Rs. 0.25 Lakh being released during 2010-2011

(a)        Brief introduction of the scheme:           There are no Cooperative   training institutions or State Cooperative Union in Lakshadweep.  Therefore Administration has to organize various training programmes, seminars etc and to depute departmental officers and institutional candidates for undergoing training in Cooperative Audit, Computer application, banking, consumer etc.    It is therefore proposed to continue above scheme during XIth plan.  It is also proposed to organize State Cooperative Union for Lakshadweep.

a) (Component Name)                : Conducting of various training programme

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : Training will be given to departmental officers and staff of the Cooperative institutions in Junior Diploma in Cooperation, Diploma in Coop. Audit, Banking and Computer application etc. seminars / workshops etc. will also be organized to spread the message of Cooperative Movement.

 

Objective: - To enable the officers of the department and staff of the Cooperative institutions to study the new methods    and practices being followed in the management of Cooperative Societies. This is necessary for human resource development also.

iii) Achievement (if continuing)    : Rs. 3/- Lakh during 2010-2011

 

b) (Component Name)               : Grant in aid to ATIL

 

i)  Whether continuing/new         : Continuing

 

ii) Description of the component            : It is proposed to organize a State Cooperative Union to take care of the training and Cooperative Education needs of the territory and also to organize workshop / seminar/ group discussion on Cooperative Movement. Provide grant in aid  to the ATIL for conducting Cooperative training.

 

Objective: - Human resource development among Cooperative employees & Cooperative leaders

 

iii) Achievement (if continuing)    : A sum of Rs. 3/- (07-08) Lakh has already been released to Administrative Training Institute, Lakshadweep during 207-08 and Rs.3/- lakh released during 2009-2010.  It is also proposed to release another 2.97/- lakh during 2010 2011
