Consequent to the 73rd Constitutional Amendment the President of India has promulgated  the Lakshadweep Panchayats Regulation, 1994.  Accordingly a full-fledged department has been established by the Administration of the Union Territory of Lakshadweep to look after the affairs of the Panchayats in the Territory and to coordinate the rural development activities in the area.

The Structure of the Panchayati Raj Setup in the country normally is three tier consisting District, Block and Village level Panchayats. However, if the population of an area is less than twenty lakh, two tier Panchayat setup can be adopted.  Lakshadweep, having a population of 60595 is having two tier Panchayat setup consisting of District and Village level Panchayats.
